A garage conversion often requires a permit when the work changes the use, structure, life-safety requirements, insulation, heating, electrical layout, plumbing, parking, or exterior openings. The more the space starts to function like living area, the more review is usually required.
A standard detached garage permit usually reviews a new accessory building. A garage conversion may review an existing structure, proposed change of use, code upgrades, fire separation, heating, ventilation, insulation, egress, parking, and whether the converted space is allowed by the local bylaw.
